FSM SPED Press –In an effort to strengthen special education programs, the Federated States of Micronesia (FSM) recently conducted public hearings across all states to address the implementation of the Individuals with Disabilities Education Act (IDEA) Part B. Organized by the FSM National Department of Education (FSM-NDOE), these hearings actively sought collaborative input from communities, stakeholders, and educators in Chuuk, Kosrae, Pohnpei, and Yap.
Key points highlighted during the hearings included the FSM-NDOE\’s commitment to transparent oversight and compliance with IDEA requirements. The department clarified its dual role as both a State Education Agency (SEA) and Local Education Agency (LEA), emphasizing alignment with federal legislation and FSM Public Law 14-08.
A notable aspect of the hearings was the introduction of the Continuous Improvement Monitoring System (CIMS), a mechanism designed to assess the impact of special education services. Through on-site and off-site monitoring, the CIMS ensures adherence to IDEA 2004, Part B regulations, OSEP Memorandum 09-02, and FSM Public Law 14-08.
In response to concerns raised during the hearings, the FSM-NDOE reaffirmed its commitment to systematic correction of noncompliance, backed by a robust dispute resolution system. The department expressed gratitude for the active engagement of the community, recognizing that the insights gathered would play a pivotal role in shaping policies for the ongoing enhancement of special education services across the FSM.
As the public hearings concluded, the FSM-NDOE emphasized the collective effort dedicated to providing quality, inclusive education. The department reiterated its commitment to fostering an environment where every child in Micronesia has the opportunity to thrive, regardless of ability, and where all students can reach their full potential.
