We want all eligible students with disabilities throughout the Federated States of Micronesia to have access to educational opportunities that would allow them to achieve both academic and functional goals. Meeting both academic and functional goals would require increasing the duration of instructional time that special education students receive with their nondisabled peers, accessing and benefiting from the same instructional lessons. While ensuring compliance with US Federal Individuals with Disabilities Education Act (IDEA) requirements and FSM Department of Education’s strategic goals and mandates, the Division of Special Services focuses on improving the performance of students with disabilities on statewide assessments, and increasing the number of students with disabilities graduating with a diploma, among other performance measures.

This website is intended to show our progresses in reaching these indicators of performance, a total of 17 indicators we report annually on to the US DOE Office of Special Education Programs (OSEP) and FSM DOE. This website provides data to inform the general public and to help guide our improvement efforts. It contains information on special education enrollment, program characteristics, student achievement, and personnel. It also provides parents with tools to help research and better understand the programs in different states and schools. Educating all our students to their fullest potential continues to be our top priority. Improving the Literacy Outcomes

PROJECT LIFT: LITERACY INITIATIVE FOR FSM LEADERS OF TOMORROW

The plan has been to increase capacity by building model schools in each of the four states that can be used as demonstration sites.

State Special Education

The public education system within a specific state is regulated and administered by the state’s department of education. This department is responsible for establishing academic standards, evaluating student progress, overseeing school performance, offering technical support, distributing funds, and managing grants. Its primary objective is to guarantee that all students, including those with special needs, receive a top-notch education, while also ensuring the effective and efficient operation of schools.

The Chuuk State Special Education Program is dedicated to serving and providing a free appropriate public education to our children with disabilities throughout all the regions.

The goal of Kosrae State’s Special Education Program is to educate and raise greater awareness of special education programs serving children with disabilities in our community.

Pohnpei State’s Special Education Program collaborates with families, students, communities, and professionals to foster the success and well-being of our special education students.

Yap State’s Special Education Program is a comprehensive initiative focused on providing leadership, assistance, oversight, and resources to meet the needs of our special education students.
